That's true, but maybe last minute before he was defeated he turned him into one to ensure that even if all the other horcrux's were destroyed by Harry, he would have to kill himself in order to destroy the last, which would render the prophecy true to Voldemort. If that made any sense -.-

That way if Harry killed him, Harry was still a horcrux, and if he killed Harry, he was free to live as the prophecy said.
